What matters is that the building can be made safe and habitable at reasonable cost, with working services, adequate fire precautions and space that can be set up for living. A derelict shell will not qualify; a tired but sound building usually will. If guardianship is not viable we will say so at the assessment and suggest what is.
Guardianship only works when it is run properly.
